For where it is sitting low (the bumper i assumed you were talking about), you can make adjustments with the bolt position of the brackets. I had one one my 92 for a few months, and it helps if you have someone holding the bumper up a bit while you tighten everything down.
As for the turn signals, with those bumpers they are typically mounted behind and between the 2 horizontal bars by long screws connecting to little brackets that brace on the front side of the bar.
For your hella's you could just drill holes through the top horizontal bar in the middle (under the round tube) and run long bolts through.

anyhow, if you're not up for modding your light housing, a trailer brake/turn signal light converter can be used and spliced in. make the clearance light wire the 'brake light' wire on the converter, then wire in the two turn signals, then wire out to the clearance lights.
