yeah ive recovered my runners by the loops on the back lots of times!

They don't look that strong, but they haven't broken on me yet.

same here, but they do feel a little week, id like to get a bumper with some D-Link shackles for the rear

They don't put the tow hooks on both sides because they don't want people looping a recovery strap around both of them at the same time. this can cause major structural damage when it pulls the two frame rails together.

The other tie down loops were put on the trucks to help tie them down during shipping both on the boat and the truck. They are not really strong enough to put a recovery shackle through but can be used in a pinch.
