The plate is right next to the star wheel , it is a lock that keeps the star wheel from moving freely while driving , , Its not easy and is a pain in the but but it can be done . One small screw driver holds the plate lock away from the star wheel while you turn the star wheel clockwise or twords the motor , there is a special tool that is made for doing this that you could buy. If you have tryed to turn the star wheel without holding the locking plate away the mechanism could be in a bind , Wich will make tis process even more difficult.

GOOD LUCK

well last summer i had a similar problem with a stuck drum.I tried the 10mm bolts to remove it after loosing the adjuster, but the shoes were welded to the drum really good and the drum busted where the bolts screwed in.
not recommended but here is what I did
I then got out my BIG ASS HAMMER(8lbs hand help) and beat the cast drum to smithereens and after about an hour the drum gave up and broke in half..........

I had a set on my 86 that were so badly grooved that nothing would take them off.

Finally ordered new drums and took an air grinder to them, zipped them in half.

Turned out the shoes had worn a 1/4in into the drums. No way they were ever gonna come off.
