Different size distributors for 22r?

So long story short im trying to figure why the distributor I bought has a smaller cap than OEM distributor? Also notice the vacuum switch ports are facing the exhaust side.
Original cap on left and smaller new cap on right.
you can read a more detailed description of my ordeal in my post "22r gutless uphill?" but im just curious what the deal is here? The new dizzy didn't work correctly and when i went to put my old one back in I went to swap the new cap on the old dizzy and discovered they weren't the same. Anyone ever experience this? Aren't caps supposed to be universally the same for said engine? I ended up using a better but used cap off an RE distributor I had so I know they are the same from carb to EFI, whats the deal with this small cap?
With cap from RE distributor. On old OEM dizzy.
Just showing new small cap, small enough to fit inside OEM cap
new small cap measured approx. 3 1/2" from eye to eye on the bolt holes. Old cap measured approx. 3 5/8". Is this dizzy for some other toyota engine? Or what?
