Question Diagnostic jump won't retard timing

Ok I just rebuilt my 22re in my 87 4r. My issue is that when I jump the terminals E1 to T to set my timing it doesn't retard the timing. So I can't set it to 5deg BDC with the jumper. It makes no difference in the timing whether it is jumped or not.
I've checked the routing of all my vaccuum lines and electrical connections several times and cannot find anything out of place.
Any ideas would be appreciated.
So what am I missing??

Throttle Position Sensor IDLe adjustment is likely off:

Symptoms of a bad or mis-adjusted TPS include:
Inability to correctly set base ignition timing
i.e. you jumper the timing check connector and the idle and timing don't change

Tps...Yea I didn't check that since I didn't disturb it. I'll check that 1st chance tomorrow.
