covering the rust

hey i just got my first 4runner. and i got a bit of rust on the wheel wells and the bottom of the doors above the running boards. what would be a good way of getting rid of or covering up the rust? i was thinking of some fender flares, but the bushwackers are kinda pricy for me. but i've also seen on some 4runners a black strip painted along the whole bottom of the vehicle.. but i can't find where i seen that.. if you know of or have done that, i would love to see a pic of it... because that would be the easiest rather than trying to get a color that will match the rest of the vehicle. thanks

the BEST way to take care of it would be to cut out the rust, weld new metal in, fiberglass, then bondo and paint

an easy way to do it would be trim the fenders above the rust.... that way u can fit bigger tires

edit: oh and r u talkin about bedliner on the bottom like i did.... check out avatar

Wire wheel the loose stuff off, hit it with POR-15 as primer, mask it off and spray paint it the color of your choice.
