Coolant making idle suck?

So I am in the process of cleaning my EGR and then I was going to check my TPS.
I have two questions, on the top right bolt when taking out my EGR, is the bolt supposed to be oil coated? and I also noticed oil leaking around the back black plate that leads to my EGR.
