Coolant Leak from Passenger Side Block

New 3.0 V6 engine is all ready to go in my friend's '94 4Runner except there is a coolant leak coming from this hole. This picture is from the passenger side wheel well:

Its a threaded hole right behind the positive battery cable that runs to the starter, just next to the motor mount. Heres a closer picture. What fills this hole?? Is it supposed to be capped or are we missing something major?

Thanks again for the help.

One of the coolant drain plugs is missing dude. They are there so you can drain the block when changing the coolant, but most people don't know where they are.
