Code 25 troubleshooting

I’ve got a 91 4Runner that I tried to get smogged and it ran too rich so I replaced AFM the O2 sensor as well as the cat and it just recently threw code 25 any suggestions

So you've thrown some parts at it.. and now you're getting a code.

Did you confirm that any of the parts you removed were actually defective?

Have you searched what a code 25 is? I sure don't know off the top of my head.

Edit: Also, we don't even know which engine you have..

Edit2: after some quick searching, apparently code 25 means you're running lean?
