Brake Caliper

1989 toyota 4x4.I removed both front wheels and notice a good bit of drag on both left and right side when spinning wheels before and after brakes are applied.It feels like brake pads are not retracting properly.Are my calipers bad?

Please elaborate. Drag spinning the wheels? Drag after brakes applied?

You'll have some drag when you first install new pads. Run them in for a few miles then try again.
