Whatever steps you take is your choice. The bottom line is, if you have air in the system you'll have at best soft pedal brakes. If, you have no air then you probably can expect a solid pedal.

 

This is what I have in the 86-89 FSM.


It's not VERY specific about which is longest hyd line, but you can see it specifies the LSP & BV last. That's what I've been going by. It seems to work pretty well for me. I owned an 87 4Runner up until very recently, like about a year ago. I did it the same way. LSP & BV last.
I found with it, strictly by accident, that removing the axle end of the bar for the LSPV, and moving it through it's throw a few times, really makes a difference. It sort of cleans out the trash that collects in the valve, and when you bleed it, all the crud comes out. It's easier than stripping the valve apart, in any event. IF it works. If the crud and corruption has gotten so thickly packed in there that this doesn't work, THEN you need to strip the valve down.

Boy, does gunk accumulate at the LSPV. A good argument for periodically removing and cleaning out could be made. The fluid was so dark and thick when i disassembled I thought for sure everything was rusted , but when I cleaned it looked pretty pristine.
