Bent fuel line?

WOuld bending/kinking the fuel line that comes out of the top of my fuel pump housing cause my 91 4runner w/22RE to "choke" when I give it gas?

It sure could. Stepping on the gas obviously means more gas is going to the engine. A kink will limit that flow a lot. Imagine a garden hose. Sometimes when you have very little pressure, you walk down the length of the hose and notice there is a kink in it. You straighten it out and, Presto!

I can rev the rpms up to 4500, just not under a load. And when it does bog down and I let my foot off the gas, it gives me a little burst of fuel.
