I think it is to adjust the wheelbase to a point, and this part if used on both mounting pads, you can twist the axle correcting for a slightly off frame or something-because you normally cant adjust this with a solid axle...

Looks like a front solid axle adjustment part too. I was looking at this for my 2wd truck.
