93 toyota 3.0 v6, diagnostic code 12 & 13?????

My 1993 toyota just had the head replaced after a valve misbehaved. Anyway, got it back together and driving ok but with a really really high idle, like 1700-2000. Timing is on at 10 btdc, but wiggles on the mark a little. did plugs and such. now the damn thing when I hit 3000 rpm it pop and snorts and begins dyeing, once you let off it goes back to fine, but bring it to 3000 again and same thing. Brake light comes on at same point as well. Code is a 12 and a 13. What could it be!!! The exhaust is starting to let loose, but need it running right before I go to exhaust shop.
Any and all help will be appreciated.

Is the 12 and 13 a Brake code or engine code?

the code is a engine diagnostic form the check engine light blinky test

12 "RPM Signal-No NE signal is input to the ECM for 2 secs. or more after STA turns on.-1.Open or short in NE circuit 2. Distributor 3. Open or short in STA circuit 4. ECM"

13 "RPM Signal-NE signal is not input to ECM for 300 msec. or more when engine speed is 1,500 rpm or more.-1. Open or short in NE circuit 2. Distributor 3. ECM"

fixed it

Oh my God, I can rip an engine apart to nothing, put it back together and get it in time, but not plug in the plug to distibuter tightly, and that gives me two days of hell. Thank s for giveing me the idea to look back at distributer connections, good idea!!!
