90 runner valve replacement

Hi everyone, just bought a 90 4 runner with 2 burnt exhaust valves and looking for some advice. Guy I bought it from bought it with blown head gaskets. The owner before him ran it dry on oil and had the short block rebuilt. Guy I bought it from did the head gaskets and replaced a bunch of stuff(timing belt, all new gaskets new injectors) he put it all back together only to realize it has a burnt exhaust valve on cylinder 4 and 6. He sold it to me with 2 extra heads. I just took the heads that were in the engine off and am trying to figure out how to proceed. Should I swap in the extra heads? Should i just replace the bad exhaust valves? Should I redo all the valves? Thoughts? Thank you. It's the 3.0 vze.
