Took my 4Runner in for smog and didn't pass. Bought it year and a half ago through co worker, it passed to sell it. Have maybe 400 miles on it since. Told have vacuum line issues, timing @ 12 degrees not 5. My 1question is does a jumper wire need to be in place for correct timing?

 

Yes, you need to use a jumper wire. By the way it is always possible that the smog tech did not jump it correctly. I have run into that in the past.

 

The jumper is significant. When connected to TE1 and E1, the timing shows 5 deg BTDC. When removed, it shows 12 deg BTDC. Like Dark Fairytails mentioned, the tech either jumped the incorrect terminals or didn't do it at all.
