3vze Spring type tensioner

Guys, I have searched and don't see the answer. I am working on a 92 and it has the spring type belt tensioner. I have experience with the hydraulic one but I'm not sure how to set the tension with the spring type. When I took it apart, it was tightened to the maximum tension and the spring was more or less there as a backup. Is this correct? or is the spring supposed to supply the tension?

the spring is what sets the tension. most kits come with a new spring i believe. put the belt on, install the spring and keep the bolt on the pulley loose. rotate engine twice, make sure marks line up, and tighten bolt.

That's what I thought it should be like but the bolt was tightened and tensioned against the belt as far as it would go. Seemed to me that the spring was supposed to set the tension and the tensioner could ride back and forth on the bolt not tightened up so it couldn't move.
