3.0 "cuts out" for a split second?

This is so frustrating I have the same problem and cant figure it out. The sensors are so expensive I cant just replace them untill I find that loose wire that does the trick. I hate electrical problems.

I will defintely report back with what I find out. Ironically, I was driving the truck to the dealership this evening and the "check engine" light finally came on and stayed on. Hopefully, they can read the code and this will finally narrow down the issues.

If you find that all they've done is replace something, charge you a lot of money, and still not fix your problem, (which is all they ever did for me) then the next step would be to check for codes yourself - all it takes is shorting terminals TE1 and E1 in the check connector with a paperclip and counting flashes of the check engine light. Also, since the problem cropped up after replacing the O2 sensors, check that the wires to those are not touching the exhaust pipe - that can melt the insulation and cause intermittent shorting, which would cause the symptoms you describe. Also check that the connectors are secure. Your EFI Main Relay might be going bad, too.

Fuel pump?
My 93' truck did the same thing but now won't start at all. I looked at another forum and found people who had got water in the relay behind the glove compartment. My windshield leaks, so I'm thinking it might be that. I'll pull it apart this afternoon to check it out.

A basic vehicle tune up would probably help even if it didn't cure this little quirk.
I was thinking the TPS is something I should check also. I know how to check them on domestic cars for voltage readings, but I'll have to research how it is done on a toyota for sure and what the readings should be(if it is even that method). Is the VAFM basically the same as a MAF sensor on domestic vehicles? If so, I noticed the air filter assembly on this truck (which also seems to be the 'MAF' sensor assembly???) has been swapped out for a junkyard replacement at some point.
Can anyone tell me a definite place to download the specific FSM for my 1995 ext cab 4x4 3.0 ltr 5spd truck? For whatever reason, I've only seen those for 4runners or the earlier
versions of the toyota pickups.

That's typical, especially if it hasn't been changed in awhile.
But, since these filters aren't known to clog(even after several 100k miles), I highly doubt changing it is going to solve your problem. I also highly doubt it's even fuel pressure related(in a direct sense). It's more than likely electrical in nature(as in EFI, ECU, and/or ignition system related).

I have the same issue with my '91 P/U 3VZE with a 5 spd. I haven't looked into it very much, as it doesn't happen every time I drive it and I've had other repairs to worry about with it. When I have looked into it everything I checked out was in good working condition. One thing a buddy of mine mentioned was the module for the distributor. I've looked into that, but everything I've seen on the module is that there isn't one, or it's inside the distributor and not serviceable. Next time I checked into it I was going to check the electrical part of the distributor, thinking it might have something to do with any contact points or wires inside the distributor. I just figured I'd check in to say that I haven't had this problem at all in the last 2 years/20,000 miles 
I did end up replacing the spark plugs, distributor cap, and plug wires not long after my last post in this thread a couple years ago, but I can't be certain if any of that resolved the issue or if whatever was causing the issue just went away mysteriously(?). I didn't replace the fuel filter yet since it appears that it will likely end up involving new fuel lines being needed since the connections to the filter itself are pretty rusty. I know that the fuel filter being changed is long overdue going by it's appearance. As long as this turd keeps chugging along, that will stay on the back burner.
