Unhappy 22re PS belt tensioner part sequence

Yesterday I changed the waterpump on my 1991 22re 4x4 5sp and all seemed well until I went to tension the power steering pump belt. The adjustment bolt broke, forcing me to spend an hour extracting it, finding a replacement etc. This isn't the problem...when I buttoned everything back up, the PS belt smoked and howled like crazy...its tensioned like it chould be and i've removed/reinstalled all the parts twice to check alignment...I must have put the washers/spacers/dustguards on the tensioner pulley on in the wrong order, causing a belt misalignment. Does anyone know the correct order of washers/pulley,bolts etc? I've looked all over the internet, even downloaded the EPC, but can find no diagram of these parts. I can live without AC here in Phoenix, but traffic with no power steering is pushing it.

I know this is not the topic here, but where did you buy the PS tensioner pulley?
