22re missing unless disconnect egr

Since puling the vacuum line corrects the problem, it is unlikely the EGR is stuck open as it would be stuck open with or w/o vacuum to it.
Likely that the EGR modulator is plumbed incorrectly and commanding the EGR to open when it should not. Check the lines off the throttle body and the BVSV under the TB to see if those lines are hooked up correctly per the FSM. They are all labelled with letters to indicate where they connect to.
