22re harness issues

Hi All... I yanked an engine that was running rough out of a 88 Forerunner and sent it off to be rebuilt. Then I snaggled an engine from wrecker and dropped it into the forerunner, I could not get it to run smooth so I was trouble shooting everything and found that the ecu harness had a bunch of splices in it, colser to the engine. I even found splices that had come undone and where coroded severly, I mucked with that for a few hours and it still ran like chit. So I snaggled a harness from a forerunner at the wrecker and swapped it out, that did it I thought. The engine runs smooth as silk but... it will not rev beond 2500 RPM. The only difference in the harness's is the one i'm using now didnt have the diagnostic access plug attched to harness. Consequently I'm getting error code blinks from check engine light, 11 12 and 23 I believe. I think they are air flow and Rpm Is this because I dont have a diagnostic access plug or is it because I have the said problems ? Any help would be appreciated TIA
