22r choke question

87 22r
does the choke close to a certain point based on ambient temperature?
The book I have says it should look almost completely closed once engaged but I’m in California and it’s 60 degrees. It only closes a very little. Is it malfunctioning?

It should be closed. Check your voltage to the choke and make sure the butterflies aren’t hanging up

my linkages were gummed up. Cleaned up and working again.
