those bars that are now hanging are your strut bars. I pretty sure but don't quote me the rusted out part on your truck seems to be the rad support.

Here ya go, here are some links to a site where you can get to see what the the "CROSSMEMBER SUB-ASSY, FRAME, FRONT" looks like with a close to dealer price with part numbers

Web site to look up your own part,

http://www.toyotapartszone.com/Page_...subModel=JPP-2 WHEEL DRIVE&originCountry=(12=USA)&sectionID=3&isBigPict ure=False&componentsID=51-51&componentsIndex=0

The links below are of the Part Detail and the one below that is pic of frame drawing. It would be in section "Body" and in top one "Frame" on next page, and click on the blue link on the frame page and it'll bring up a drawing of entire frame and it separate pieces if you need more frame parts, Good Luck and have fun, your truck looks good worth enough to get it replaced, you can cut it out on your own, get your new part take and get it welded in and big bang boom all done, except bolted on the "BRACKET SUB-ASSY, STRUT BAR" It looks like fun to do, wish I was doing it...Good luck...
