1990 4Runner tailgate window work intermittently

So here is another issue with a tailgate window. When I want my window to work I usually need to start the engine then press the button on the center console to roll it down 10-30 times and it will start rolling down one of those times. Each time I press the button I can hear a click. It can roll down when the engine is off but I usually have to press the button more times. Trying to roll it down with the key from outside is even less likely. It rolls down better when it is warm out (???). The window rolls up every time with any method. Once the movement starts it goes up and down with good speed so I don't think the motor is the issue. I feel like this may be a faulty relay that only gets a connection every once in a while. Does anyone have an ideas on this?

It's also worth mentioning (I think) that the rear defroster and rear wiper both don't work. Not sure if all the relays for these might be in the same place or something and a sign of a bigger issue.

That would make sense, where do I find these? Inside the tailgate by the motor?
