Those are used on California smog 22Rs. It controls the fuel/air mixture and oxygen concentration in the exhaust for the exhaust for the catalytic converter to work properly. The O2 sensor sends a signal to the computer, and the computer controls the EBCV (controls fuel/air mixture) and the EACV (controls exhaust oxygen concentration). It will run without it, but it probably would not run as good without disconnecting some of the other smog controls.

I doubt you would see much of a performance gain by disconnecting them. The system keeps the fuel/air mixture precise as long as it is working properly, so it is not hurting much. Federal smog trucks are only rated at 2 more HP than California smog trucks. The timing advance curve is also different, which would probably account for the extra 2 HP.
