Can anyone tell me what this is or where it goes? Am I

correct about it being a carburetor part?

You didn't say why you think it's a carb part(?) If it is a carb part, I'd suspect it a part of the throttle cable adjustment, due to those indentations along the slot. Guessing here of course.
