break lines

i''m working on a 85 and i was wondering why there are two hard lines in a loop going to the rear can someone give me some insight

one is the "sense" pressure for the proportioning valve, and the other is the brake pressure.

Yeah but I dont get what it does, seems to me like just another something to go wrong, mines pretty rusted, has anyone capped it off to eliminate it as a possibility of failure?

I have a ? to go along with this. Do we have to keep the part on the fram rail that the two lines go into? And what does that do?
