'85 pickup 22R hooked or unhooked emissions charcoal canisters?

I just bought my truck recently and am going through and determining what needs to be redone the right way. Both of my charcoal canisters were plugged but there is tubing off of the engine that are wide open. I have read conflicting opinions on having those hooked up or not but I wonder how bad it is to have an engine let gasses out of four open spots. Any ideas?

It's more a worry if holes are letting too much air into intake. You can get caps or plugs for the holes.
