have you checked all your vacuum lines for leaks, VSVs and all? this is where carburetors on older vehicles can be a nightmare...use a can of carb cleaner and spray it along the lines, make sure all connections are sealed and secure. if the engine speed changes you can bet you have a vacuum leak.
you may need a carb rebuild. often times they just wear out, but it's usually gradual. i haven't rebuilt a 22R carb yet myself, but i've rebuilt a few 32/36 webers. they're quite easy. the only thing that really scared me about the 22R carb was the little springs and intricate linkage for the choke and such. internally most carbs are pretty self explanitory.
