22re help low compression and oil burn

my 85' Toyota has an 22re that has less than 40k on and a new head 10k ago and 3 pistons are at 150 psi and 1 piston is at 90 psi. thinking its the piston rings if it is think the head is still good to put new rings on and run it? or should i pull it and rebuild it. burning quite an bit of oil smokes at start up but not after that. motor runs and drives ha but way low on power. just seeing if any one else has had the same problem.

it does indeed sound like a bad short block.

you can squirt oil into the dead cylinder, via the spark plug hole, see if it temporarily raises the compression... if i recall correctly, that would indicate bad/broken rings.
