Transfer Case eBrake

Just installed this kit from All Pro this weekend. It feels as though the one brake pad (the stationary one) is sitting against the disc tighter than I thought it would...causing the driveshaft to be harder to turn by hand. Does anyone know if this can be corrected by using some washers as spacers to get that pad away from the disc? Also, how does the cable attach to the bracket?

Thanks!
