Little Problems

Alright, I know Ive been away for awhile but Im back. And I have lots of questions. First Ill tell everything that Ive replaced; New spark plugs, wires, cap and rotor. OIL CHANGE of course. Cleaned up the engine a little. Fuel filters etc. I tuned the carb, and bought a rebuild kit but havnt seemed to have needed it yet after the tune. I think thats about it.
Next are my questions. First, sometimes while downshifting the truck will just shut off as it goes down to idle. After the tune and new spark components it seems to have gone away. It came back once, but I widened the prongs on the ends of the wires that go into the cap, and made sure everything in there was tight. Im also going to replace all vacuum lines soon, since I thought it could be the vacuum advance. Is there any other things that I should check? Could it be my electric fuel pump for my weber? How hard is a carb rebuild? When I go to start it in the mornings, Ill pump it twice and it will start just fine but then sputter out. Ill repeat, but the second time she starts and purs like a kitten. Its been pretty cold here lately, we've had quite a few below zero days but now its mostly in the twenties. Would rebuilding the carb right now be worth it? It runs and drives perfect. It idles a little rough for a few minutes untill its warmed up. But its been cold, and Ive heard they do that anyways. The reason I ask about the carb rebuild is because Ive never done one before, and I really dont want to mess it up because I cant afford a new weber at the moment. The last question I have is about the coolant. I noticed I have a tiny bit of coolant under the radiator after sitting at night, looked underneath and theres droplets of coolant all along the bottom of the radiator. Is this a big problem? Also the PO had removed the thermostat. Could this be causing any problems? I know this is terrible for warming the truck up in cold weather, since it lets the coolant flow. Im not too worried about that though, Im a firm believer in letting your car/truck warm up in the morning. Anyways, thats all for now. Would love input in any way!

My electric fuel pump w/o pressure regulator. Is that black wire a ground wire? Does it need to go somewhere? Right now its just smushed under the bracket. It doesnt seem to effect anything...
