back on road after 9+ yrs but wont idle

my mom just gave me her 83toyota 4x4 22r been parked 9+yrs started maybe once a year. replaced fual pump and got started when it became warm it died after i gave gas. tried to drive ran ok for 9yrs down. still wont idle warm and now wont start without starter fluid. i know i will need to change plug and wires and stuff so far i just cleaned plugs in truck and changed oil and filter what else should i do? also the truck is 83 motor might be 84 my dad blew first motor wheelin got a new one put in under warranty in 84 so he doesnt know what they put in it. the vaccum diagram for 83 doesnt look like mine and either does the 84 there is something on back of carb that looks like it is vac controlled and is connected to throttle and stuff. in some diagrams its suppose to be fast idle cam breaker and another one shows as tp on this thing the tube which comes out of it is L shape not comming straight out from it also there is no vac line going to it where is that suppose to go to? any info will be much help thank you! the motor has only 63,000 miles

There is an idle circuit fuel cut-off solenoid on the passanger side of the carburator that may be causing your problem. It will bypass at RPM's above approx 1650. When turning on the ignition have someone feel the passanger's side of the carb for a "click" they should also be able too here it. If my memory is correct in 83 there were 2 wires going to it, 1 black and 1 red, there will also be a wire going to the choke on the back of the carb. One on the solenoid will be positive and one negative and the one on the choke will be positive when the ignition is on. If there is only one on the solenoid then it is the positive and the ground isn through the body of the carb, intake and block. P.S. When Toyota changed the moter back in 84 they would have left the original carb, intake, etc. and the enging would have been the same series block and head as original withe the possible exception that the head may have the nacessary fittings for the fuel injection manifold (bonus).
Hope this helps
