Photos/Suggestions Needed: Stocking the Rear Tray

Ok, seems logical to post the inquiry here, since this is no longer fabtication, but rather a tool/box project now.
I re-worked my hitch tray fora better departure angle (pics too!):

Now the time comes to figure out just how I want to configure the tray's storage system for when the bike trays aren't on it.
I'm thinking a couple of Rubbermaid lockable boxes, either with a sealed bolt-through, that can be secured semi-permanently to the trays rails, while giving room for the spare tire, jack, etc.
I've seen people set-up their racks/trays this way, and need pics for ideas.
*I might even consider fabbing some sort of legged enclosure, that'll hold everything in, then bolt the boxes on top, smae style. Then once out on the trail, the top part can double as a card/food prep table.
Why?? So we can travel with up to four people, plus the dog inside, with everything we'd need to use for camping, whatever, comfortably.
