All I see there is that any welding to the frame must be by a certified welder.

I have never seen anybody have any trouble with a Exo. I'm not saying it's legal. I'm just saying there is alot of Exo rigs in my area and nobody I know has been stopped for that. I don't know anybody that has been stopped for having Trail Ready or any other beadlocks either. I don't know of any SPECIFIC law against any of those things.

i think alot of this conversation is more.....are you gonna get a ticket for these modifications and less....is it legal or not.
beadlocks are definitly not legal but ive never heard of someone getting pulled over to be givin a ticket for them. exspecially with all the beadlock look alikes.

Your correction needs correction
HREW stands for Hot Rolled Electronbeam Welded - it is made by forming a flat sheet into a tube and then welding the seam. The seam is then scarfed to make it smooth and less noticeable than the parting line "seam" in cast iron pipe. The slight blueing is the heat affected zone of the weld.
ONLY DOM (drawn over mandrel) is truly seamless.

DOM is formed from strip and Electric Resistance Welded (ERW) then cold drawn through a die and over a mandrel resulting in improved inner surfaces and dimensional quality. Multiple draws can also be used to increase the strength or improve the surface finish of the tubes. During the drawing operation, the tubes may be process annealed to increase the ductility of the material. Lower cost alternative to CDS with equal or superior physical properties.

That is their "ERW-DOM" tubing - a cheaper version of DOM. Typically, DOM is made by piercing, extrusion, and then cold drawing to size.
At any rate, the cold drawing process (and more specifically, the required annealing and heat treatment) largely eliminates any issues from the heat-affected zone from the welding in the steel chemistries we are talking about, making it for all intents and purposes, seamless with regard to properties.
