What is the odd looking piece welded to the pipe directly behind the muffler?

What is the odd looking piece welded to the pipe directly behind the muffler?
I don't have the first clue what this thing is or what it is supposed to do??
It has a hard rubber cap and a few bolts hold it to the bracket welded to the pipe directly behind the muffler.
I can send a picture of it if you think you can help me, but it's too large to load on here.

I bet it's a harmonic dampener. It reduces vibrations. A pic would help as I don't think I've seen one behind the muffler, usually in front of the muffler IIRC.
You may also be able to reduce the size of the photo using desktop photo editing software.

As identified it appears to be a harmonic stabilizer type if thingy. Mid 90's Astro vans used to have the same thing hanging off the exhaust. If you can't fix a vibration then add weight till it goes away.
