Vacuum Hose Help

Does anyone know where the other end of these 2 vacuum hoses should attach? They are together in a soft rubber insulating sleeve on the passenger rear of the engine and they go down towards the ground and are about 18" long.

The other ends are not attached and one has a piece of broken plastic in it.

I think I may have found it. It might be the idle control attached to the power steering.

If I temporarily plugged the ports on the plenum would that harm anything?

As it stand right now it doesn't idle anyway.
