Torsion bar Issue

Torsion bar Issue
About 4 months ago I adjusted the torsion bars to level the front of the truck. They were already up about an inch over stock height. I just pushed one side up a bit and brought the other side down a bit to level things out at just under 1 inch higher than stock.
I put my 4 inch lift on about as month ago and now have no need for that extra inch up front (from the torsion bars)so I'm trying to drop them back down. The drivers side bolt seems to be frozen to the half circle shaped washer on the exposed side of the frame. The bolt turns, but turns that washer with it. Obvious by it's shape - it's not supposed to do that. I took 15 turns out of the passenger side without a problem, I can't imagine turning this one 15 times and letting that washer POP back into it's seat 30 times.
Is there a trick, or do I need to cut the bolt out and start with fresh ones??
I'll see if I can pop off a picture when I get home.

I concur with redrunner. The "nut" at the top of the frame is probably spinning as you turn the bolt. Call your local dealership and order a new pair. Before you put the new ones in, coat up the threads with anti-seize grease. I think replacement bolts were about $6.
