Engaging Rear diff?

Alright i've tried several times to engage the Rear diff. locker on my 2000 4Runner and all it does is just sit there and flash. I looked in the manual and it said to stop all tires and press the button, it also said that it would flash for a moment and then stay on and that would mean it was engaged, but i can't get it to work. Any help on this would be greatly appreciated.

Make sure you are in 4low, activte the locker button and drive while turning your wheel back and forth. Don't turn hard on dry pavement....just a little.
