Go with Surco or Blackout Rack
I've got a Wilerness Rack (love it, click here) but it's 4" high, which by your post is probably too shallow and they're not cheap about $450.
So in answer to your question the surco's about your best bet they're 5" deep (not sure if that's been covered) my brother has one and loves it. Another option is this guy (clicky) I had one of his racks they're reasonably priced, he'll make them to whatever specs you want (i recommend 6" deep for the depth you're looking for) but you've got to paint it yourself, which if you plan to load it sucks b/c the paint scratches off much easier than a powerder coated rack (thus why I got the wilderness rack). Oh and another note of advise, ask him to make it whatever the wilderness size is for your vehicle. I had mine made what he recommended which was 36" wide and it just looked too narrow, always bugged me (here's a pic of it, click here). Good luck and I hope this helps you.
