The first link on the website you posted is the manual for a 2000 4Runner with a document revision date of Sep 1999. On page 12 you will note that there is no reference to the interior lights illuminating for 30 seconds when you disarm the alarm. However I have the same documents with revision dates of July 1999 and March of 2001 and both documents indicate the interior lights should come on for 30 seconds.
Based on my research, some 4Runners do it, some don't. I want this feature to work for a variety of reasons, so I presume the ECU has the capability to do the 30-second dome light delay, only the feature is not hooked up on some 4Runners. It may be a factory-installed versus port-installed thing, who knows--it's weird though.
