failed my smog

well it finally came time to take my truck down to smog after 7 yrs of not being registered and sitting in the garage with random work done on it. (not a daily driver). i finally got my last issue fixed (bad efi relay). well i thought it would pass but according to the smog guy it was idling too high so he couldnt test it. i didnt catch how high it was idling, i was just ticked off and went home. so i wired up a tach the other day and it was idling around 1300-1500. i messed around a little and i cant get it to go below 1000-1100. i readjusted my tdc and it is at 5 btdc, my idle screw is practically all the way down. if i give it a little gas it sounds like itll bog down and backfire through the intake. whats the next step, ive searched around and im not sure what to look for next.

Have you checked the basics (e.g. plugs, wires, valve clearances, air filter, vacuum, oil)? Are you running the fuel from 7 years ago?

Did you short the T and E1 terminals when you set the timing with a timing light?

The best thing is to start simple and work your way through to the more complex. Run through the basic maintenance procedures in the FSM first. If you've done all that, you may also want to test your TPS (http://www.4crawler.com/4x4/CheapTricks/TPS/index.shtml).

plug, wires, air filter are all recently new. valve clearances ive never done anything with. oil i dont remember when i changed it (but the truck has hardly been driven in the past few years...meaning literally around the block or so a few times and right back into the garage before something else wient wrong)- the truck is basically a project vehicle so ive done tons of stuff to it. the gas is new. i double checked to set it at tdc, checked the dizzy again, and jumpered the diagnostic plug while setting timing and it still wants to stay at around 1000

is there a link for a page or anything that shows step by step how to set timing, idle? literally like a setting timing for dummies book.

I'm not sure but I thought I read that if the tps is bad or out of adjustment that it will cause problems with idle and timing. Also, wouldn't a vacuum leak cause a high idle.

Could be the idle screw gasket/washer thingy. Only a couple bucks at any auto store. Otherwise, a possible leak/bad seal in your air intake...

When my idle screw was almost all they way in.. It was my Idle Air Control Valve.. try the FSM test for the IACV

You're looking for the Factory Service Manual (FSM) -- can be found easily in electronic form.

4crawler's site also has a lot of easy to understand tips and info.

As a next step I'd check the TPS since it's fairly straightforward (testing tolerances with a multimeter).
