Brakes Lock up when vacuum line conected

Brakes Lock up when vacuum line conected
Does anyone know why the brakes would build up pressure and be 'always' applied, (I added ' ' because it begins happening after a long idle or when the brakes are applied at a red light for a few mins) when the vacuum line is connected to the brake booster? If I remove vacuum line from booster the brakes immediately become 'unlocked'. I have replaced brake booster and m/c many times. Currently I am driving without power brakes as they work fine without the vacuum line connected just a nice leg workout when braking. My guess is something in the intake manifold, I'm just not sure what could go wrong their or what I would need to repair/replace.. Handy with a wrench, horrible with diagnostics. Any helpful info would be greatly appreciated..

When you say replaced many times was this with new/rebuilt or used parts ??
This makes no sense because it works on vacuum. To assist applying the brakes.
When you pull the vacuum hose off can you feel it pulling vacuum ??
So when you attach the vacuum hose you have so much vacuum the power booster pushes the pedal without touching it??.
It would need to move the pedal as it pushes the piston in the master cylinder does the pedal move?? This is the only way it would lock your brakes
Put a vacuum gauge on and see what kind of reading you get. It would need to be pulling much more vacuum then possible.:wabbit2:
