why does my tach stay at 3500rpm

as soon as i turn my key on my tach goes to 3500
i have swaped clusters and it does the same thing with both of mine.
any help would be awesome

type of truck and is it a stock or after market?

Ok is the engine revving to 3500 or is just the needle just showing that . More info.

the engine off... as soon as i turn the key to acc the needle goes to 3500
