Reassembly
I finally got the old head off and all the new parts are finally here. I changed teh water pump and a timing belt while i had it apart also. Now the question is do I just line up the mark on the balancer to 0 degrees btdc and the cam marks up to the marks on the back cover to set the timing? It is a 91 4Runner with a 3.0. The next question is who makes cams, headers, and an intake system for this motor. I do not have a lot of cash to play with but definately want to do some improvements. Any advice is always appreciated.

What you are talking about is valve timing, not to be confused with ignition timing. Sorry, I assume you already know that, but I'm just making sure.
Yes, you need to line up the crank pulley with the mark, then line up both cam pulleys with their respective marks. You may find that when you apply the tensioner, that now things have shifted and the marks no longer line up. That is pretty common. It may take a couple of tries to get it right. After you are confident that it is correct, turn the engine two revolutions and make sure the timing marks come back to where they should be. The lines on the belt will no longer line up with the marks on the camshaft sprockets, but that does not matter. The important thing is that all three pulleys marks line up with their respective notches.
I don't have any advice on the performance parts. IMHO, it really isn't worth trying to spice up the 3.slo. That is only my opinion, and others will surely disagree. Good luck with the repairs.
