Problem with EGR modulator?

I'm running an 88 4runner with the 22re and I've encountered a problem with the bottom hose on the EGR modulator blowing itself off the nipple on the bottom of the modulator when I accelerate fairly hard. My assumption is that the diaphram in the modulator has seized up but my problem is that I'm not so familiar with this system. With the hose off the bottom of the modulator, it blows air fairly hard when you rev the engine which I believe is consistent with a properly functioning EGR valve. I'm assuming that I just need to purchase a new modulator, but I want to be sure before I spend 60 dollars on a new one. Any help would be appreciated!

Lots of exhaust back pressure would make that hose blow off. You might have a clogged catalytic converter or other exhaust restriction. The hose might just be old and brittle. It might also be missing the hose clamp. Exhaust does not flow through the modulator. Exhaust pressure operates a diaphram in it that controls vacuum to the EGR valve to turn it on or off. The modulator would not make the hose blow off.
