the COR has everything to do with cold start-
turning the key to start the engine energizes the COR, and consequently the fuel pump, and once the engine starts and the key is released, the AFM maintains operation of the COR so the fuel pump keeps running.

I had a problem with fuel delivery because my fuel damper was plugged on the fuel rail banjo with a copper crush washer. I can explain more if you think this is a possibility on yours. I tried a ton of other stuff before I found this little bastard.

the fuel dampener is on the front end of the fuel rail, looks sort of like the pressure regulator at the rear but without a vacuum hose. if you didn't disconnect it during your work, I wouldn't presume that to be the problem. what was mentioned above, is that it threads into the fuel rail and uses a copper compression washer to seal it to the rail. if that washer comes off center, it can partially block the fuel passage into the dampener.

Have you tried a fuel injector test light (a.k.a. 'noid' tester) to see if the injectors are all getting signals from the ECU to fire? ... or traced the wiring to ensure things are good?

no i havent done that yet but if they are not receiving a signal i would think that it would never start on its own. The only other thing is the gas that was left in it was pretty old and smelled bad like it varnished. But i put about 7 gallons of fresh in it and a bottle of fuel system treatment.

Ok so now I have tested the fuel pressure and it is fine I have also tested the fuel injectors and they are receiving a signal and pulsing like they are supposed to I re timed the cam just to be sure and checked the maf, and distributor for spark every thing seems to be right this thing has me stumped

ok so I had the exact same problem when I rebuilt my 22re...I had plugged injectors...I replaced all four and now she runs like an ox...It took me like a week to figure it out

ya before I removed them everything tested fine...pull them and take a flashlight and look for residue or any debree blocking flow

Ok every one I feel like an incredible dumbA$$ I ended up taking it to a family freind who happens to be a very good mechanic that I used to work for anyway long story it took him two minutes he opened the hood pulled an injector plug hit it with a niod light and then goes "just what i thought" he found the ground wire for the ecm in the fender well bolted it to the intake plenum and goes "start it" well to my suprise it popped off in the first two spins and IT'S ALIVE and running like a brand new 22re but with a turbo and custom ground cam MUA HA HA any way thanks to every one for the helped turned out was an easy fix
