Just take a grinder and cut a little piece of the flange off. Then take the grinder and make the bolt as six sided as possible and put a socket on there that fits as closely as possible. It will come right off. Just be careful not to cut the pulley itself.
That bolt is sooooo hard. It will take forever trying to drill a hole through it...if it's even possible. Space it tight in there and I don't think a drill will fit down there and be accurate at the same time.

If you drill 1/4" into the bolt, won't that weaken the integrity of the bolt and risk snapping it off when you next try to get it off (then you're in trouble)?
Also, if you heat up the entire area with welding, both the bolt and the crank/puley will expand, which will do nothing to help.
I got lucky with mine - bumped starter, breaker bar and bailing wire to frame worked, but almost destroyed my socket.
I think Snobdds is on the right track - I'm just not sure a grinder will fit in there with the pulley in the way?

ok so your up for a new bolt no matter what..... answer is get a cold chisel and work the washer( large flat area and jar the bolt. Impact wrench will only go so far. Get a decent sized chisel bite into the washer and hit the crap out of it. This will knacker the old bolt and washer but will loosen the bolt. use a 4lb sledge on the thing. This will stop you from having to cut the pulley or anything like that. I know it sounds rough but it will work. Will take time.

Yeah if it came to that I was thinking you'd pull the engine out for that. It's hard but you can get drill bits harder.

ive had that issue before and that was the only way i could get it out. bugger of a bolt and it just keeps on tightening. Jarring it is the only way to remove it ..... Rattle gun only does so much and usually rounds things off before it gets anywhere. Thats why i dont ever use them. More than likely this is how it was put back on the last time.
