Cool 1995 22rec Scan says "repair Rich"

1995 Pickup,4wd,2.4l New engine,injectors,egr,cat converter,cold start switch,all under 3000 miles.When you first start it up and go,there is no power,Get on the interstate and it wont go over 65mph.Snap on scan tool says "repair rich".I've tried new mass air flow,fuel filter,tune up,timing,cleaned the distributor,everything no change.Sometime when you start it up it runs like a scalded cat.ANy Ideas?

All the Timing been looked at?

Does it feel like its geting gas. Fuel Pump and filter?

Checked the timing,new fuel preesure regulator,new o2 sensor.It feels like its starving for fuel,but i have good fuel pressure.Like today sluggish as all get out,this aftenoon,it runs great.A little hard to start some times.Installed a new cold start injector,and switch.

Yes,checked timing,used the jumper wire,and set to specs.

all nex exhaust,o/2,new egr,injectors.Does it hot and cold. Ican restart the engine after it messis up,and the problem goes away.

Did you get any codes from the ECU....other than the scanner reading?

I've not tried to pull from the ECU.I'll try that tonight.

When you set the timing, did the idle speed change when inserting the jumper in the diag plug? I ask because some of the symptoms sound like improper timing.

Fuel filter my be clogged or old. It helped mine when i did a month or so ago. It had the factory filter on it. It helped tust me.
