New Engine (blow-by)

I just installed a rebuilt 1981 22R that has been bored .030. After 400 miles it started throwing oil out the top of the dipstick tube. When I remove the oil cap while idling, everything seems normal. Air coming from the vent hose-to-carb hole the valve cover seems normal. I removed the PVC and it "snaps" when I place my finger over the end. I did a compression test and all cylinders are between 155 and 165 PSI
In desperation, I gutted an old PVC valve and stuck it in the grommet with a filter and it stopped throwing oil. But, it "whistles" on deceleration telling me it developes this "blow-by" when coasting in gear. There is only air and no oil/air coming from the oil cap hole.

I don't know what type of rings were used, as I am not the one who built this engine, so I am wondering if the rings could be chromoly? If so how long does it take for them to seat? I have built engines, including Toyota engines and I have never encountered this before. Also I have never used chromoly rings before.
